Where do you find qualified technicians?

I recently visited a calibration lab and asked the manager what were his most difficult challeneges. Without hesitation, he replied "finding qualified technicains." Expanding on his reply, the added "the military doesn't put out technicans they way it used to, which has reduced the pool of qualified people. As a result, the metrology community is getting older and needs new blood."

I've heard similar comments from numerous people in metrology. I sure seems like an opportunity for enginees and technicians looking for a specialty.
