Where are the (North) Americans?

I'm a member of the IEEE Instrumentation and Measurement Society and the IEEE EMC Society. As a memeber of these societies, I receive copies of IEEE Transactions on Instrumentation and Measurement and IEEE transactions on EMC. With each issue, I notice the same thing, a lack of papers from engineers in the US and Canada. Sure, papers that originate in North America do appear, but they are surprisingly rare. The bulk of the I&M papers come from Europe. EMC papers come from Europe and Asia.

Most of the technical papers come from universities and all contribute to the state of the art. But why are papers from North Americans so rare? Do North American universities contribute papers that the Transactions' editors deem unworthty of publication? Do North Americans not submit papers to IEEE Transactions? I'd like to know how the IEEE selects papers for these publications.
